The point is quantifying the data of the persons eligible whatever be the criteria. Inspite of several guidelines only the employment test is accurate as of now as govt employment is very visible. The income and wealth test need to be applied vigorously. I think lowering the income threshold is not the answer given the scope for inflation and rising income. The guidelines have to be implemented strictly not letting the ineligible creep in.
